SPECIAL MEETING OF COUNCIL
Monday December 13, 2010
7:00 p.m.
Magnetawan Community Centre

Present:     Mayor:        Sam Dunnett
Councillors:     Barry Mutton, Jack Crossman, Charlie Gray and Bryan Hampson

1.    ADOPTION OF AGENDA / OPENING COMMENTS – Mayor Sam Dunnett

RESOLUTION No. 2010-455

Be it Resolved that the Council of the Municipality of Magnetawan adopts the agenda for the meeting of Council on Monday December 13, 2010;

2.    DECLARATION OF PECUNIARY INTEREST

None Declared

3.    NEW BUSINESS
3.1    Audit Service Tender Opening

Carl Pahapill arrived at the meeting at 7:20 p.m. for the RFP tender opening. Mayor Sam Dunnett and Clerk Mark Urbanski opened up the 4 R.F.P.’s.

Council members had some questions of Mr. Pahapill, as the current Municipal Auditor. The CAO noted that he has asked Eastholme to provide a recommendation to Council after they have receive the RFP tender documents, since whichever Auditing firm Council selects will be the Auditor appointed for Eastholme as well under Provincial Regulation.






RESOLUTION No. 2010-456

Be it Resolved that the Council of the Municipality of Magnetawan receives the following request for Proposals regarding the Municipal and Eastholme Audit function from;

Pahapill and Associates, Grant Thornton, Collins Barrow and K.P.M.G

And Further that Council intends to award an Audit contract on January 12, 2011 at the Regular Council meeting.

4.    CLOSED SESSION

RESOLUTION No. 2010-457
Moved By:    Bryan Hampson            Seconded By: Charlie Gray

Be it resolved that the Council of the Municipality of Magnetawan now enters into a Closed Session pursuant to Section 239 of the Municipal Act, 2001, S.O. Chapter 25 to Consider;

One (1) Security of Property Matter of the Municipality
Two (2) Items on Personal matters about an identifiable individual, including Municipal or Local Board employees;
One (1) Potential Litigation Matter, including matters before administrative tribunals, affecting the Municipality.

RESOLUTION No. 2010-458

Be it resolved that the Council of the Municipality of Magnetawan reconvene from Closed Session at: 10:00 p.m.

RESOLUTION No. 2010-459
Moved By: Bryan Hampson                 Seconded By: Charlie Gray

Be it resolved that the Council of the Municipality of Magnetawan adopt By-law 2010-47 and consider said by-law be read a first, second and final third time and passed.

And Further that Council recognize that this appointment is under contract and is of a temporary nature and that the Municipal C.B.O. will determine the length of contract employment.
