The regular meeting of the Council of the Corporation of the Municipality of Magnetawan was held at the Magnetawan Community Centre on Wednesday, April 13, 2016 at 1:00 p.m.

 

Council members present: Mayor Sam Dunnett; Councillors Tim Brunton, Jack Crossman, Charlie Gray, and John Hetherington.

 

Staff in attendance: Clerk-Administrator, Andrew Farnsworth; Fire Chief/By-Law/CEMC, Dean Butticci; Public Works Superintendent, Bruce Hill; Parks and Maintenance Manager, Helen Purdy.

 

Notice of this meeting was posted on the municipal web site.

 

1. CALL TO ORDER

The meeting was called to order at 1:00 P.M.

2. ADOPTION OF THE AGENDA

RESOLUTION  2016-109

Moved by Councillor Crossman; Seconded by Councillor Gray:

BE IT RESOLVED THAT the Council of the Municipality of Magnetawan adopts the agenda for this regular Council meeting of Wednesday, April 13, 2016, with the following amendments: 7.2.1. Wheel Loader tender recommendation; 7.2.2. Street Sweeping Tender opening; 15.1. Cancellation of regular Council meeting, May 11, 2016. (Carried)

4. ADOPTION OF MINUTES

RESOLUTION  2016-110

BE IT RESOLVED THAT the Council of the Municipality of Magnetawan adopts the minutes of the special Council meeting of Wednesday, March 23, 2016 and the regular Council meeting of Wednesday, March 23, 2016. (Carried)

5. PUBLIC MEETING PURSUANT TO THE PLANNING ACT

Mayor Dunnett opened the public meeting at 1:02 P.M. and explained that it was a public meeting under Section 34 of the Planning Act. The purpose of the meeting was to provide information regarding a proposed zoning by-law amendment to amend By-law No. 2001-26, as amended, the Zoning By-law for the Corporation of the Municipality of Magnetawan with respect to lands located on Part 1 Plan 42R-12729, being Part of Lot 104, Concession A, Geographic Township of Chapman, Municipality of Magnetawan in the District of Parry Sound and municipally known as 11 Cemetery Road, Magnetawan, to allow the property to be used for the indoor repair of motor vehicles

 

The Mayor asked for comment from the public, of which there was none.

7.1. RESOLUTION 2016-111

Moved by Councillor Gray; Seconded by Councillor Brunton:

BE IT RESOLVED THAT the Council of the Municipality of Magnetawan receives the First Quarter Reports from the following Departments: Administration, Treasury, Fire/By-Law/CEMC, Building, Parks and Maintenance, and Public Works. (Carried)

7.2. Public Works Superintendent, Bruce Hill.

7.2.1. Wheel Loader tender recommendations.

Council directed the Public Works Superintendent to obtain written clarification that the warranty specified in the Tracks and Wheels tender included floating of the machine as necessary for warranty servicing.

RESOLUTION 2016-112

BE IT RESOLVED THAT the Council of the Municipality of Magnetawan awards the tender for Supply of Equipment – Municipal Wheel Loader, to Tracks and Wheels for a Case 621F Wheel Loader in the amount of $192,413.01 including HST. (Carried)

7.2.2. Street Sweeping Tender opening

Council opened tenders for 2016 Street Sweeping, with specifications to be confirmed by the Public Works Superintendent for the next meeting.

BE IT RESOLVED THAT the Council of the Municipality of Magnetawan authorizes the Treasurer to register a notice of vesting for the following lands: (a) Alphonsas/Hitler (08500), (08600), (08700), (10400); (b) Marszewski (40910); and (c) Vince (23500). (Carried)

RESOLUTION 2016-115

BE IT RESOLVED THAT the Council of the Municipality of Magnetawan authorizes the purchase from Near North Business Machines of: (1) Hardware for network security in the amount of $3,650 plus labour and HST; and (2) Data backup services in the amount of $199.95 plus HST per month. (Carried)

BE IT RESOLVED THAT the Council of the Municipality of Magnetawan appoint: (1) Nancy Field as the inside workers’ Health and Safety Representative; and (2) Charles Saunders as the outside workers’ Health and Safety Representative. (Carried)

 

7.6. Central Almaguin Planning Board: meeting minutes, March 16, 2016

BE IT RESOLVED THAT the Council of the Municipality of Magnetawan adopts the minutes from the March 16, 2016 meeting of the Central Almaguin Planning Board. (Carried)

8.4. RESOLUTION 2016-121

BE IT RESOLVED THAT the Council of the Municipality of Magnetawan adopts By-law 2016-15, being a By-law to enter into Automatic Aid Agreement with the Village of South River and the Township of Machar for the provision of supplemental fire protection services. (Carried)

BE IT RESOLVED THAT the Council of the Municipality of Magnetawan adopts By-law 2016-16, being a By-law to adopt a municipal Complaint Policy. (Carried)

BE IT RESOLVED THAT the Council of the Municipality of Magnetawan adopts By-law 2016-17, being a By-law to enter into an Automatic Aid Agreement with the Corporations of the Township of Perry, Town of Kearney, Township of McMurrich/Monteith, Township of Armour, Village of Burk’s Falls, and Township of Ryerson. (Carried)

BE IT RESOLVED THAT the Council of the Municipality of Magnetawan adopts By-law 2016-18, being a By-law to Confirm the proceedings of Council. (Carried)

BE IT RESOLVED THAT the Council of the Municipality of Magnetawan supports the attached resolution from the Town of Huntsville regarding the provision of health care in the Muskoka/Parry Sound catchment area; AND FURTHER THAT this resolution be forwarded to the Town of Huntsville, the North Simcoe Muskoka Local Health Integration Network, MP Tony Clement, MPP Norm Miller, and the Ontario Minister of Health. BE IT RESOLVED THAT the Council of the Municipality of Magnetawan supports the attached resolution from the North Bay Parry Sound District Health Unit (NBPSDHU) regarding actions to support the Environmental Health Program Funding; AND FURTHER THAT this resolution be forwarded to the Honourable Dr. Eric Hoskins, Minister of Health and Long-term Care; Dr. Bob Bell, Deputy Minister of Health and Long-Term Care; Roselle Martino; Assistant Deputy Minister of Health and Long-Term Care; and the NBPSDHU. BE IT RESOLVED THAT the Council of the Municipality of Magnetawan approves payment of the annual East Parry Sound Veterinary Service Committee Fees in the amount of $385.00. (Carried)

BE IT RESOLVED THAT the Council of the Municipality of Magnetawan supports the attached letter from the Township of Burpee and Mills and requests Provincial review of the Conservation Land Tax Incentive Program and Managed Forest Tax Incentive Program and their effect on municipalities; AND FURTHER THAT  this resolution be forwarded to the Honourable Kathleen Wynne, Premier of Ontario; Hon. Bill Mauro, Minister of Natural Resources and Forestry; the Association of Municipalities of Ontario; the Federation of Northern Ontario Municipalities; the District of Parry Sound Municipal Association; and the Township of Burpee and Mills. Ted McMeekin, Minister of Municipal Affairs and Housing; MP Tony Clement; MPP Norm Miller; and the Town of Richmond Hill. (Carried)

Ted McMeekin, Minister of Municipal Affairs and Housing; MP Tony Clement; MPP Norm Miller; and the Township of Tay. (Carried)
