The regular meeting of the Council of the Corporation of the Municipality of Magnetawan was held at the Magnetawan Community Centre on Wednesday, September 14, 2016 at 1:00 p.m.

 

Council members present: Mayor Sam Dunnett; Councillors Tim Brunton, Jack Crossman, Charlie Gray, and John Hetherington.

 

Staff in attendance: Clerk-Administrator (C-A), Andrew Farnsworth; Public Works Superintendent (PWS), Bruce Hill; Chief Building Official (CBO), Brian Horsman.

 

Notice of this meeting was posted on the Municipal website and at the Municipal Office.

 

1. CALL TO ORDER

The meeting was called to order at 1:00 P.M.

2. ADOPTION OF THE AGENDA

RESOLUTION  2016-280

Moved by Councillor Crossman; Seconded by Councillor Brunton:

BE IT RESOLVED THAT the Council of the Municipality of Magnetawan adopts the agenda for this regular Council meeting of Wednesday, September 14, 2016. (Carried)

4. ADOPTION OF MINUTES

RESOLUTION  2016-281

Moved by Councillor Brunton; Seconded by Councillor Crossman:

BE IT RESOLVED THAT the Council of the Municipality of Magnetawan adopts the minutes of the regular Council meeting of Wednesday, August 24, 2016. (Carried)

7. REPORTS FROM MUNICIPAL BOARDS, COMMITTEES, AND OFFICIALS

7.1. Public Works Department: Winter Sand 2016 tender awarding

RESOLUTION  2016-282

Moved by Councillor Brunton; Seconded by Councillor Hetherington:

WHEREAS  the Municipality of Magnetawan issued a request for tenders for Winter Sand and received bids from First Choice Landscaping, in the amount of $42,256.35 including HST; and A. Miron Topsoil Ltd., in the amount of $42,154.65 including HST; NOW THEREFORE BE IT RESOLVED THAT  the Council of the Municipality of Magnetawan awards the tender for Winter Sand to A. Miron Topsoil Ltd in the amount of $42,154.65 incl HST. (Carried).

 

7.2. Treasury Department: 2016 Budget update

Council directed the PWS to prepare a list of capital projects to be completed in 2016 and their budgets for the next regular meeting.

7.3. Building Department: Building Activity Report to July 2016

 

The CBO reviewed building permit fees to date and updated Council on the status of the Building Department and new Building Inspector. Council requested that the CBO prepare a year-end report to be delivered to Council in January.

 

7.4. Property Standards Committee: 4256 Highway 520 – Order to Remedy and Meeting Minutes

 

RESOLUTION  2016-283

BE IT RESOLVED THAT the Council of the Municipality of Magnetawan adopts the minutes from the August 26, 2016 and September 7, 2016 meetings of the Magnetawan Property Standards Committee. (Carried)

7.5. Clerk-Administrator’s Report

7.5.1. Application to purchase Original Shore Road Allowance: Bulych, 59 James St.

RESOLUTION  2016-284

Moved by Councillor Brunton; Seconded by Councillor Crossman:

WHEREAS the Municipality of Magnetawan has received an application for the purchase of Original Shore Road Allowance along the Magnetawan River at Plan 319 Lot 19 E/S James Street in the Municipality of Magnetawan, and municipally known as 59 James Street, from Catherine Bulych, the land owner to the south of the road allowance; NOW THEREFORE BE IT RESOLVED THAT the Council of the Municipality of Magnetawan approves in principle the sale of Original Shore Road Allowance to Catherine Bulych with the following provisions: 1. THAT the application fee be set at $500.00; and 2. THAT the deposit fee be set at $2,500.00. (Carried)

 

7.5.2. Ontario 150 Application – Ahmic Harbour Community Centre renovation

 

RESOLUTION  2016-285

Moved by Councillor Crossman; Seconded by Councillor Brunton:

BE IT RESOLVED THAT the Council of the Municipality of Magnetawan authorizes the Clerk-Administrator to apply for funding under the Ontario 150 program to complete the renovations on the Ahmic Harbour Community Centre, with the total cost estimated at $134,400 and 50% or $67,200 to be considered in the 2017 Municipal budget. (Carried)

7.5.3. Magnetawan Watershed Land Trust (MWLT) – request for planning memo

 

The C-A notified Council that the MWLT had withdrawn their request for a planning memo.

7.5.4. Clerk-Administrator attendance at AMCTO Zone 7 Conference.

 

RESOLUTION  2016-286

Moved by Councillor Brunton; Seconded by Councillor Crossman:

BE IT RESOLVED THAT the Council of the Municipality of Magnetawan authorizes the Clerk-Administrator to attend the Association of Municipal Managers, Clerks and treasurers of Ontario (AMCTO) Zone 7 Fall meeting in Sudbury on October 20 and 21, 2016, at a cost of $95.00 plus disbursements. (Carried)

 

7.6. Central Almaguin Planning Board – Meeting Minutes, August 17, 2016

BE IT RESOLVED THAT the Council of the Municipality of Magnetawan adopts the minutes from the August 17, 2016 meeting of the Central Almaguin Planning Board. (Carried)

8. BY-LAWS

8.1. RESOLUTION 2016-288

Moved by Councillor Crossman; Seconded by Councillor Gray:

BE IT RESOLVED THAT the Council of the Municipality of Magnetawan adopts By-law 2016-35, being a By-law to confirm the proceedings of Council at the regular meeting of August 24, 2016. (Carried)

9.1. Randy Clark, 791 Fowlers Rd. Huntsville: driveway entrance at 34 Biddy Street

 

Council directed the PWS to widen the primary driveway at 34 Biddy Street by four feet, including a culvert extension, and to write a letter to Mr. Clark notifying him that the work  will be done.

RESOLUTION  2016-289

Moved by Councillor Gray; Seconded by Councillor Hetherington:

BE IT RESOLVED THAT the Council of the Municipality of Magnetawan identifies Mayor Sam Dunnett as the Community Leader for Magnetawan, to act as the official community Representative for Canada 150 events. (Carried)

Council directed the C-A to purchase an advertisement at one-sixth of a page at a cost of $120.00

RESOLUTION 2016-290

BE IT RESOLVED THAT the Council of the Municipality of Magnetawan approves for payment the Accounts Payable and Payroll for the period August 15 to August 31, 2016 in the amount of $531,116.94. (Carried)

RESOLUTION 2016-291

Moved by Councillor Gray; Seconded by Councillor Hetherington:

BE IT RESOLVED THAT the Council of the Municipality of Magnetawan moves to a closed session at 2:25 P.M., pursuant to Section 239(2) of the Municipal Act, 2001, S.O. 2001, c.25, as amended, as the subject matter being considered is: (d) labour relations or employee negotiations (being to discuss employee performance). (Carried)

RESOLUTION 2016-292

Moved by Councillor Hetherington; Seconded by Councillor Crossman:

BE IT RESOLVED THAT the Council of the Municipality of Magnetawan returns to open session at 3:30 P.M. (Carried)
