COUNCIL MEETING  MINUTES

September 27, 2016

 

 

The regular meeting of the Council of the Corporation of the Municipality of Magnetawan was held at the Magnetawan Community Centre on Tuesday, September 27, 2016 at 1:00 p.m.

 

Council members present: Mayor Sam Dunnett; Councillors Tim Brunton, Jack Crossman, Charlie Gray, and John Hetherington.

 

Staff in attendance: Clerk-Administrator (C-A), Andrew Farnsworth; Public Works Superintendent (PWS), Bruce Hill.

 

Notice of this meeting was posted in the Almaguin News, on the Municipal website and at the Municipal Office.

 

 

1. CALL TO ORDER

The meeting was called to order at 1:00 P.M.

2. ADOPTION OF THE AGENDA

RESOLUTION  2016-294

Moved by Councillor Crossman; Seconded by Councillor Brunton:

BE IT RESOLVED THAT the Council of the Municipality of Magnetawan adopts the agenda for this regular Council meeting of Tuesday, September 27, 2016. (Carried)

Council directed the PWS to cancel the RFP for a used pick-up truck and issue a new RFP for a new pick-up truck in Spring 2017.

BE IT RESOLVED THAT the Council of the Municipality of Magnetawan authorizes [left blank] to attend the Association of Municipalities of Ontario (AMO) 2017 Conference in Ottawa from August 13-16, 2017, including the cost of registration, accommodations, and disbursements per attendee. (Defeated)

BE IT RESOLVED THAT the Council of the Municipality of Magnetawan authorizes Mayor Sam Dunnett, Councillor Tim Brunton, Councillor John Hetherington, and PWS Bruce Hill to attend the Ontario Good Roads Association (AMO) 2017 Conference in Toronto from February 26 to March 1, 2017, including the cost of registration, accommodations, and disbursements per attendee. (Carried)

8.1. By-law 3016-36, being a By-law to adopt a Workplace Harassment policy and program

This item is deferred until the next meeting to allow the C-A time to consult with the newly elected Health and Safety Representative.

 

8.2. RESOLUTION 2016-299

BE IT RESOLVED THAT the Council of the Municipality of Magnetawan adopts By-law 2016-36, being a By-law to confirm the proceedings of Council at the regular meeting of September 14, 2016. (Carried)

9.1. Cecebe Waterways: request to allow construction of boat ramp at Rockwynn Landing

 

RESOLUTION  2016-300

Moved by Councillor Hetherington; Seconded by Councillor Brunton:

BE IT RESOLVED THAT the Council of the Municipality of Magnetawan supports in principle the construction of a boat ramp at Rockwynn Landing to be constructed by Mark Langford at his own expense; AND FURTHER THAT prior to providing full support, Council requests a project proposal from Mr. Langford, including engineered drawings and evidence that necessary permits can and will be obtained for the project. (Carried)

BE IT RESOLVED THAT the Council of the Municipality of Magnetawan approves for payment the Accounts Payable and Payroll for the period September 1 to September 15, 2016 in the amount of $519,302.84 (Carried)

RESOLUTION 2016-302

Moved by Councillor Hetherington; Seconded by Councillor Gray:

BE IT RESOLVED THAT the Council of the Municipality of Magnetawan moves to a closed session at 2:05 P.M., pursuant to Section 239(2) of the Municipal Act, 2001, S.O. 2001, c.25, as amended, as the subject matter being considered is: (d) labour relations or employee negotiations (being to receive correspondence from the Town of Kearney regarding shared staff compensation; being to conduct interviews for the Parks and Maintenance Manager position). (Carried)

RESOLUTION 2016-303

Moved by Councillor Hetherington; Seconded by Councillor Brunton:

BE IT RESOLVED THAT the Council of the Municipality of Magnetawan returns to open session at 5:00 P.M. (Carried)

 

Councillor Gray left the closed session and the meeting at 2:20 P.M. Mayor Dunnett left the closed session and the meeting at 4:20 P.M., with Council transferring presiding authority over the meeting to Deputy Mayor Brunton.

 

Council called a Special Meeting for Monday, October 3, 2016 at 1:00 P.M. to further discuss hiring for the Parks and Maintenance Manager position
