DRAFT COUNCIL MEETING MINUTES

May 9, 2017

 

The regular meeting of the Council of the Corporation of the Municipality of Magnetawan was held at the Magnetawan Community Centre on Wednesday, May 9, 2017 at 1:00 P.M.

 

Council members present: Mayor Sam Dunnett; Councillors Tim Brunton, Charlie Gray, John Hetherington.  Regrets: Councillor Jack Crossman.

 

Staff in attendance: Clerk-Administrator (C-A), Andrew Farnsworth; Public Works Superintendent (PWS), Bruce Hill.

 

Notice of this meeting was posted on the Municipal website and at the Municipal Office.

 

1. CALL TO ORDER

The meeting was called to order at 1:00 P.M.

2. ADOPTION OF THE AGENDA

RESOLUTION  2017-141

Moved by Councillor Hetherington; Seconded by Councillor Gray:

BE IT RESOLVED THAT the Council of the Municipality of Magnetawan adopts the agenda for this regular Council meeting of Wednesday, May 9, 2017. (Carried)

4. ADOPTION OF MINUTES

RESOLUTION  2017-142

Moved by Councillor Brunton; Seconded by Councillor Hetherington:

BE IT RESOLVED THAT the Council of the Municipality of Magnetawan adopts the minutes of the regular Council meeting of Wednesday, April 26, 2017. (Carried)

5. PUBLIC MEETING PURSUANT TO THE PLANNING ACT

 

6. PRESENTATIONS

6.1. Carolynn Seeley: proposal to purchase / encroach on Municipal road allowance

Ms. Seeley attended Council to propose the purchase of road allowance adjacent to her property at 51 Golf Course Road in order to build a garage. Council stated that the Municipality does not usually consider the sale of road allowance that leads to water. In addition, the presence of a hydro easement on the road allowance would not allow such a proposal. Council thanked Ms. Seeley for her presentation

7.2.1. PWS Memo: awarding of Granular ‘A’ tender

RESOLUTION  2017-143

Moved by Councillor Brunton; Seconded by Councillor Gray:

WHEREAS the Municipality of Magnetawan issued a request for tenders for the supply of 15,735 tonne placed and 1,500 tonne stockpiled of 7/8” quarried and crushed granular ‘A’ gravel and received bids from: Fowler Construction, in the amount of $251,511.30 plus HST; and Weeks Construction, in the amount of $293,844.90 plus HST. NOW THEREFORE BE IT RESOLVED THAT  the Council of the Municipality of Magnetawan awards the tender for the supply of granular ‘A’ to Fowler Construction in the amount of $284,207.77 incl. HST. (Carried)

 

 

 

 

7.2.2. PWS Memo: awarding of roadside mowing tender

RESOLUTION  2017-144

Moved by Councillor Gray; Seconded by Councillor Hetherington:

WHEREAS the Municipality of Magnetawan issued a request for tenders for 476 lane kilometres of roadside mowing over four years and received bids from: Weir Gradall Ltd., in the amount of $72,352.00 plus HST (four-year total); and Yard Boys Ltd., in the amount of $26,094.32 plus HST (four-year total). NOW THEREFORE BE IT RESOLVED THAT the Council of the Municipality of Magnetawan awards the tender for the supply of granular ‘A’ to Yard Boys Ltd. in the amount of $26,094.32 plus HST. (Carried)

 

7.2.3. Highland Rd. culvert and Horn Lake drainage

 

7.2.4. South Sparks Street preventative maintenance

RESOLUTION  2017-145

Moved by Councillor Gray; Seconded by Councillor Brunton:

BE IT RESOLVED THAT the Council of the Municipality of Magnetawan directs the Public Works Superintendent to issue a request for tenders for preventative maintenance in the form of a slurry seal on South Sparks Street, Magnetawan. (Carried)

7.3.1. FAD Architects: proposal for office redesign.

Council directed the C-A to have FAD put the project on hold for the time being.

RESOLUTION  2017-146

Moved by Councillor Hetherington; Seconded by Councillor Brunton:

BE IT RESOLVED THAT the Council of the Municipality of Magnetawan adopts the following Committee and Board minutes: the April 19, 2017 meeting of the Central Almaguin Planning Board; and the April 19, 2017 meeting of the Magnetawan Community Centre Board. (Carried)

8.1. RESOLUTION 2017-147

BE IT RESOLVED THAT the Council of the Municipality of Magnetawan adopts By-law 2017-25, being a By-law to set and levy the rates of taxation for the year 2017. (Carried)

 

8.2. RESOLUTION 2017-148

Moved by Councillor Brunton; Seconded by Councillor Hetherington:

BE IT RESOLVED THAT the Council of the Municipality of Magnetawan adopts By-law 2017-26, being a By-law to confirm the proceedings of Council at the regular meeting of April 26, 2017. (Carried)

9.2. Township of North Frontenac: resolution re. hydro reductions for seasonal residents

RESOLUTION  2017-149

Moved by Councillor Hetherington; Seconded by Councillor Brunton:

BE IT RESOLVED THAT the Council of the Municipality of Magnetawan supports the attached resolution from the Township of North Frontenac requesting the Province of Ontario to require that Hydro One apply delivery charge reductions to all Ontario residences, including all seasonal residences; AND FURTHER THAT this resolution be forwarded to the Kathleen Wynne, Premier of Ontario; the Hon. Glenn Thibeault, Minister of Energy; Norm Miller, MPP Parry Sound-Muskoka; the Rural Ontario Municipal Association (ROMA); the Federation of Northern Ontario Municipalities (FONOM); the Association of Municipal Managers, Clerks and Treasurers of Ontario (AMCTO) and the Township of North Frontenac. (Carried)

BE IT RESOLVED THAT the Council of the Municipality of Magnetawan moves to a closed session at 2:15 P.M., pursuant to Section 239(2) of the Municipal Act, 2001, S.O. 2001, c.25, as amended, as the subject matter being considered consists of: (c) acquisition or disposition of lands (being to discuss the acquisition of lands in the Municipality); (d) labour relations or employee negotiations (being to discuss a grievance received from CUPE Local 1813-11). (Carried)
