 The regular meeting of the Council of the Corporation of the Municipality of Magnetawan was held at the Magnetawan Community Centre on Wednesday, October 11, 2017 at 1:00 P.M.

 

Council members present: Mayor Sam Dunnett; Deputy Mayor, Tim Brunton; Councillors Jack Crossman, Charlie Gray, John Hetherington.

 

Staff in attendance: Clerk-Administrator (C-A), Andrew Farnsworth; Deputy Clerk (DC), Nicole Fraser; Public Works Superintendent (PWS), Bruce Hill; Parks and Maintenance Manager (PMM), Steve Robinson; and Fire Chief (FC), Dean Butticci.

 

Notice of this meeting was posted on the Municipal website and at the Municipal Office.

 

 

1. CALL TO ORDER

The meeting was called to order at 1:09 P.M.

2. ADOPTION OF THE AGENDA

BE IT RESOLVED THAT the Council of the Municipality of Magnetawan adopts the agenda for this regular Council meeting of Wednesday, October 11, 2017. (Carried)

4. ADOPTION OF MINUTES

Moved by Councillor Brunton; Seconded by Councillor Hetherington:

BE IT RESOLVED THAT the Council of the Municipality of Magnetawan adopts the minutes of the regular Council meeting of Thursday September 27, 2017. (Carried)

5. PUBLIC MEETING PURSUANT TO THE PLANNING ACT

None

 

6. PRESENTATIONS

6.1 Debbie Stone: waste diversion for municipal landfill and recycling

Debbie Stone presented to Council about her experience with recycling and how she can assist with public education due to her experience in waste reduction in her previous employment. She is excited about the clear/transparent bag program, but thinks Magnetawan can do more. She explained the importance of seeking government funding to assist with strengthening the waste diversion programs in the Municipality.

 

7. REPORTS FROM MUNICIPAL BOARDS, COMMITTEES, AND OFFICIALS

7.1. Public Works

7.1.1. King Street Development

Council directed the C-A to look at the unopened roads within the Village to understand the potential expense to the Municipality of a cost-sharing program for the development of these unopened roads. Council directed the PWS to ensure road closure procedures are followed at all times. Council directed the C-A to update the Entrance policy regarding the purchase of culverts.

7.2. Parks:

7.2.1. Awarding of tender - Supply of Parks Department Dump Truck
RESOLUTION  2017-289

Moved by Councillor Brunton; Seconded by Councillor Crossman:

WHEREAS the Municipality of Magnetawan issued a request for proposals for a new two to three ton truck with aluminum dump box and received proposals from: Mac Lang (Sundridge) Ltd.; Armstrong Chrysler Dodge Jeep Ram; and Freightliner North Bay; AND WHEREAS staff evaluated the proposals with the highest scoring proposal being that of Mac Lang (Sundridge) Ltd.; NOW THEREFORE BE IT RESOLVED THAT the Council of the Municipality of Magnetawan awards the request for proposals to Mac Lang (Sundridge) Ltd. for a 2018 Dodge 5500 in the amount of $68,677.00 plus HST. (Carried)

 

Council directed the PMM to get three quotes for a new plough, to score them with the same criteria as the truck and to bring a resolution to purchase back to Council at the next regular meeting. Council directed the C-A to put the old truck on GovDeals.ca, a website municipalities may use to auction surplus assets.

7.3 Community Development

7.3.1. Appointments to the Magnetawan Community Development Committee

RESOLUTION  2017-290

Moved by Councillor Gray; Seconded by Councillor Brunton:

WHEREAS the Municipality of Magnetawan has received expressions of interest from  volunteers to sit on the Magnetawan Community Development Committee (MCDC); NOW THEREFORE BE IT RESOLVED THAT the Council of the Municipality of Magnetawan appoints the following members to the MCDC for the remaining term of Council: Angela Baker and Emily Bolduc. (Carried)

 

7.3.2. Parry Sound CB&DC: Invitation to FedNor breakfast

 

7.4 Administration:

7.4.1. Awarding of request for quotes: 4855 Highway 520 propane boiler

RESOLUTION  2017-291

Moved by Councillor Gray; Seconded by Councillor Crossman:

WHEREAS the Municipality of Magnetawan issued a request for quotes for the installation of a new propane hot water boiler at 4855 Highway 520 and received quotes from: Dave’s Heating and Cooling Ltd., in the amount of $30,510.00 including HST; Tasso Lake Heating Solutions Inc., in the amount of $15,589.86 including HST; and Parry Air Heating and Cooling, in the amount of $21,185.24 including HST; NOW THEREFORE BE IT RESOLVED THAT the Council of the Municipality of Magnetawan awards the project to Tasso Lake Heating Solutions Inc. in the amount of $15, 589.86 including HST. (Carried)

 

Council directed the C-A to set up a tour of the new McKellar Fire Hall in October or November.

 

7.4.2. Request for Right-of-Way, Con B Pt. Lot 97 RP 42R13389 Pt. 1

Council directed the C-A to offer to sell the section of municipally-owned property along Hwy 510 to the various property owners who require it for access to Hwy 510.

 

7.4.3. Update on Ahmic Harbour Community Centre

RESOLUTION  2017-292

Moved by Councillor Crossman; Seconded by Councillor Brunton:

WHEREAS the Municipality of Magnetawan has received FedNor Canada 150 funding for the renovation of the Ahmic Harbour Community Centre; AND WHEREAS there have been cost overruns on the project, including but not limited to: additional work required to demolish abnormally thick sections of concrete floor; installation of rigid insulation at perimeter of floor; and repair of leaking pipes; NOW THEREFORE BE IT RESOLVED THAT the Council of the Municipality of Magnetawan requests an additional $10,000 in support from FedNor to assist with these cost overruns; AND FURTHER THAT Council directs the Treasurer to transfer $10,000 in matched funds from the Asset Management Reserve to the Ahmic Harbour Community Centre capital expenditures account if the additional funding request to FedNor is successful. 7.4.4. Northern Nerds – IT Services Proposal

Council directed the C-A to look into the upgrades that are urgent for IT services for inclusion in the 2018 draft budget.

 

7.4.5. Rural Ontario Municipal Association Conference, 2018: registration and delegations

RESOLUTION  2017-293

Moved by Councillor Brunton; Seconded by Councillor Hetherington:

BE IT RESOLVED THAT the Council of the Municipality of Magnetawan authorizes Sam Dunnett, Tim Brunton, John Hetherington and Nicole Fraser to attend the 2018 Rural Ontario Municipal Association Annual Conference at the Sheraton Centre Toronto Hotel from January 21-23, 2018 at a cost of $550.00 per person plus disbursements. (Carried)

 

7.4.6. Ontario Good Roads Association Conference, 2018: registration

BE IT RESOLVED THAT the Council of the Municipality of Magnetawan authorizes Sam Dunnett, Tim Brunton, John Hetherington and Bruce Hill to attend the 2018 Ontario Good Roads Association Conference at the Fairmont Royal York in Toronto from February 25-28, 2018. (Carried)

8.1. RESOLUTION 2017-295

BE IT RESOLVED THAT the Council of the Municipality of Magnetawan adopts By-law 2017-50, being a By-law to confirm the proceedings of Council at the regular meeting of Wednesday, September 27, 2017. (Carried)

RESOLUTION  2017-296

Moved by Councillor Crossman; Seconded by Councillor Hetherington:

BE IT RESOLVED THAT the Council of the Municipality of Magnetawan supports the attached letter from the Municipality of East Ferris regarding concerns over the impact of tax changes on small businesses; AND FURTHER THAT this resolution be forwarded to the Hon. Bill Morneau, Minister of Finance; FONOM; ROMA; AMCTO; and the Municipality of East Ferris. (Carried)

 

9.3. Municipality of Killarney: concerns re., changes to the Ambulance Act and Fire Protection and Prevention Act

BE IT RESOLVED THAT the Council of the Municipality of Magnetawan supports the attached letter from the Municipality of Killarney regarding concerns over proposed changes to the Ambulance Act and the Fire Protection and Prevention Act; AND FURTHER THAT this resolution be forwarded to AMO; FONOM; ROMA; AMCTO; DSSAB; and the Municipality of Killarney. BE IT RESOLVED THAT  the Council of the Municipality of Magnetawan moves to a closed

session at 3:20 P.M., pursuant to Section 239(2) of the Municipal Act, 2001, S.O. 2001, c.25, as amended, as the subject matter being considered consists of: (d) labour relations or employee negotiations (being to discuss employee disciplinary proceedings); and (b) personal matters about an identifiable individual (being to receive monthly reports from the By-law Enforcement Officer). (Carried)
